Q. What is the process for setting the educational budget? AnswerThe budget process begins in mid-October of the prior year. Initially, grade level teams of teachers formulate funding requests based on district goals and identified student needs and priorities, including objectives outlined within the yearly School Improvement Plan. These initial requests are reviewed by an administrative team consisting of the superintendent, building principals, director of special education, and curriculum coordinators to assure that the requests align with the School Improvement Plan and other district goals and needs and that they are realistically attainable considering the constraints of the town budget process. Several rounds of cuts are made and the administrative team sets priorities within the final budget requests before the superintendent brings the requested budget to the Board of Education for review and approval, typically in February. The superintendent spends time answering board members questions about the budget and the priorities that have been set by the administrative team. The Board of Education then finalizes and approves the proposed budget.
While the allocation of resources within the educational budget is one of the major duties of the Board of Education, the Board does not establish the total amount of funding for a given year. The locally elected Board of Finance determines the total amount available for the town’s annual budget, which is currently limited by the Proposition 46 Ordinance (see page 44 of the linked document). The Board of Finance then determines how the percentages of the total town budget amount will be split between the education budget and other town services.
Once the Board of Finance has determined the total budget for the town and the percentage that is to be allocated for education, it directs the Board of Education to adjust its budget if necessary. The Board of Education then looks to the superintendent and administrative team for recommended budget cuts that align with identified priorities. Once the Board has made any cuts necessary to comply with the amounts allocated by the Board of Finance, the entire town budget is sent forward to the voters for review by town meeting and final approval through a budget referendum.

Q. My child already has an English and a Math teacher. Why do the Woodstock Public Schools also fund Math and Language Arts Coordinators? AnswerThe math and language arts coordinators, Mr. Casey and Ms. Ekholm, are critical resources to achieving the efficient and successful education of our students. They are responsible for the consistent, integrated delivery of State- required standards of learning in each grade level, subject, and classroom. They provide valuable support to both teachers and students. They help assure that all of our students are learning the content and skills required to achieve in the 21st century.
The coordinators help to develop curricula for all class levels, and assist teachers in implementing these curricula effectively. They ensure alignment of our curricular content across grades and subject matter, as well as within the classroom. This enables teachers to develop individual lesson plans and creative teaching approaches while ensuring consistency in student learning objectives. “Curriculum alignment” has become more critical and complex due to the greater cross-disciplinary content required by State frameworks and by today’s standards of achievement. The coordinators also evaluate textbooks and other instructional materials and address any gaps between these materials and required standards. They bring current research in their field to the teaching faculty.
The math and language arts coordinators are particularly important in assuring that all our students develop the necessary skills and building blocks to be life-long learners. The coordinators identify any areas of weaknesses of our students in the Connecticut standardized tests, and address any systemic gaps with targeted improvement plans. They also identify, assess, and work individually with students who are falling behind. Math and language arts are cumulative subjects. Children who do not master one of the basic building blocks of these subjects will struggle to advance.
Woodstock has had math and language arts coordinators in place for many years, well before the current federal education initiative, “No Child Left Behind” or NCLB. NCLB mandates that schools make adequate yearly progress by constantly improving test scores in math, reading and writing. Part of the coordinators’ job is to analyze our test results and identify what areas need attention so that we can focus our limited resources in those areas, continue to improve and avoid NCLB penalties. As a district we have done exceptionally well in both the test scores and in helping to educate all students. The efforts of our math and language arts coordinators have been essential to this.

of the Board of Education
Board members work together toward the common goal of providing the best possible education for all children in the community. Setting the vision for education in the local community, making curriculum decisions, allocating resources, negotiating contracts with employees and agreements with third party service providers and vendors, and establishing student performance standards are just a few types of
issues that the Board of Education faces.
The School Board derives its power and authority from the Constitution and statutes of the State of Connecticut. Accordingly, a local school board acts as an agent of the state government with all the authority and limitations imposed by the General Assembly and state Constitution. The Board of Education resolves broad questions of policy and selects, retains, and evaluates the Superintendent of Schools. The Superintendent serves as the district’s chief executive officer and is responsible for administratively implementing the policies of the Board.

meets monthly, usually on the fourth Thursday of the month, except for November, December, and July (check calendar),
at 7:00 p.m., except for May (check calendar).
