Q. What is the Historic District Commission (HDC)? Answer The HDC is an eight member commission of volunteers appointed for varying terms by the Board of Selectmen. The Commission consists of five regular members and three alternate members. The charge of the Commission is to promote the educational, cultural, economic and general welfare of the public through the preservation and protection of buildings, places and districts of the Town of Woodstock that are important for their historical and architectural values. The Commission's function is to review applications for new construction, building additions, modifications and demolitions and to issue a "Certificate of Appropriateness" for such work within the historic district. Additionally, the Commission promotes the use of best practices through a resource library and educational programs for historic property owners.

Q. What is the format of the public hearing? Answer The Commission meeting consists of two parts; a public hearing and a public meeting. During the public hearing, the applicant will present their proposal and members of the public and the Commission are able to ask questions and comment on the application. The public hearing is then closed. During the public meeting, the Commission members discuss the appropriateness of the application and vote on it. The decision of the HDC, either to accept, accept with conditions, deny or continue the public hearing, will be made at this time. The executed application will be filed, with the Commission's decision in the office of the Building Official and a copy sent to the applicant via certified mail. Q. How long does the process take? Answer If the application for a Certificate of Appropriateness is submitted to the Building Official's office within 15 days of the next regularly scheduled meeting of the Commission, then a public hearing can be scheduled for that meeting. The Commission then has 65 days beyond the initial public hearing to render a decision. The Certificate is valid for two years.

Q. What can be done if the Commission denies an application? Answer If the Commission denies the application, the applicant will receive written notification as outlined above. A new application, modifying the original application may be filed, or the applicant may appeal the Commission's decision in the Superior Court.

Q. How do I know if my property is located in the Historic District? Answer The Woodstock Hill District is currently the only designated historic district. a map of the district is included on this website for use in identifying properties within this district.

Q. What type of work requires a "Certificate of Appropriateness"? Answer Any physical alteration to the exterior of a structure, construction or a new structure, or demolition of an existing structure that is visible from a public way requires a "Certificate of Appropriateness" from the HDC. The Building Official will require a Certificate of Appropriateness approved by the HDC before issuing a building permit for any construction activity in the District. A Certificate of Appropriateness may be required whether or not a building or zoning permit is also required.

Q. What are some examples of modifications to a building that would require a "Certificate of Appropriateness"? Answer Masonry replacement and repointing; building additions; temporary or permanent addition to the building, accessory buildings, or site improvements such as fences, walks, walls, steps, driveways, parking areas, satellite dishes, TV antennas, solar panels, permanent signs, pools, patios, decks, outbuildings, and outdoor lighting fixtures; the addition removal or replacement of any architectural detail or ornament; construction, alteration or enlargement to driveways or parking areas, walkways, walls and patios; window, storm window, door and storm door modification, or replacement except exact replacement; or extensive or total replacement of siding or roofing materials different from the original.

Q. What are some examples of modifications to a building that would NOT require a Certificate of Appropriateness? Answer Any activity not visible from a public way or place; routine maintenance not involving a change in materials, design or texture; re-roofing with the same materials; painting and paint color; or interior alterations.

Q. How often does the Commission meet? Answer The HDC meets once a month, on the fourth Monday in the Town Hall at 8:00 p.m. Check the announcement at the door for the exact room location.

Q. What is the application process? Answer Certificate of Appropriateness forms are available at the Building Inspector's Office, and may also be downloaded from the HDC website. Information to be submitted with the application may include a plot plan, architectural drawings, samples of materials, dimensions of buildings or materials, manufacturers information sheets, photographs and any other information that will assist the Commission in making an informed determination. Once the application has been submitted to the Building Inspector's Office, a public hearing will be scheduled and a legal notice prepared of publication in a newspaper having substantial local circulation at least once not more than 15 days and not less than 5 days before the public hearing. The applicant will then be advised of the date and time of the hearing.

Q. What are some tips on submitting an application? Answer Meet informally with the Commission; Detail the project as much as possible, anticipating materials, dimensions and the finished look; Submit visual examples of the project plans possibly including a current photograph, plot plans, elevation drawings, sketches, photographs, material cut sheets, product samples and architectural drawings if necessary to describe the intent as clearly as possible to the Commission.

Q. Is it possible to solicit feedback from the HDC before a formal public hearing? Answer The HDC strongly encourages property owners to informally discuss their plans with the Commission at a regular meeting before submitting the application for a Certificate of Appropriateness.

Historic District Commission
Mission
The Woodstock Historic District Commission was created in 1995 by the adoption of a town ordinance, enabled by state legislation, to promote the educational, cultural, economic, and general welfare of the public through the preservation and protection of buildings, places, and districts of the Town of Woodstock that are important for their historical and architectural values. They are charged with reviewing modifications and additions to structures within a district that are visible from a public way.
The initiating efforts of residents of Woodstock Hill resulted in a comprehensive study of historic assets in a delineated area of the Hill. This study was reviewed by the state historical commission and deemed to be worthy of designation as a historic district. At Town Meeting, the approval of the Town Ordinance, enabling the Woodstock Hill Historic District was adopted. The ordinance may be amended at any time to include additional historic districts in the Town of Woodstock.
The criteria for review are a set of standards developed by the United States Secretary of the Interior. These standards are applied to new construction, alterations to existing structures and any exterior work other than replacement of building materials in kind and exterior paint color. The Commission does not regulate property use, but rather the aesthetic appropriateness to the historic property within the district.
